Donald Shawn McKenzie, President
Shawn began his career with the Department of Corrections in 1996 as a Classification and Treatment Officer at the Eastern Kentucky Correctional Complex. He was promoted to Corrections Unit Administrator I in 2006, Corrections Unit Administrator II in 2008, Deputy Warden in 2019 and is the former Work Program Director. Shawn was named Warden at the Little Sandy Correctional Complex in July 2022 and named Warden at the Eastern Kentucky Correctional Complex in May 2024.
Shawn has been a member of the Kentucky Council on Crime and Delinquency (KCCD) since 2000. He co-wrote the chapters by laws and petitioned to have the Cave Run Chapter Charter reinstated in 2008. Shawn has served as the Chapter President of Cave Run for six years, he has been on the State Board of Directors and the State President twice. Shawn co-chaired the Vendors committee for two years, co-chaired Hospitality from 2014-2018, and returned to chairing Hospitality in 2023. In addition to KCCD, Shawn is also an active member of the Southern States Correctional Association.
Kristy Hale, Immediate Past President
Kristy started her correctional career in 2018 and is currently the Classification, Re-entry, and Transfer Coordinator as well as the Records Supervisor at the Lee Adjustment Center – CoreCivic. She earned a Bachelor’s Degree from Lindsey Wilson College in Human Services and Counseling and served as the cohort leader during her college career. During her career, she has been awarded the 2019 CoreCivic – Lee Adjustment Center Employee of the Year as well as the 2019 Adult Institutions Award and was recently designated as a Facility Duty Officer. She has served as the Red River Gorge KCCD Chapter President since 2020 and was the Chapter President Elect prior to that in 2019. When she isn’t performing her work duties or striving to raise funds for her local KCCD Chapter, she hikes with her family across Kentucky and road trips throughout the United States while photographing her journey for others to enjoy.
Travis Evans, President-Elect
Travis began his career with the Kentucky Department of Corrections in 2010 as a Correctional Officer at the Eastern Kentucky Correctional Complex. Travis worked on both first and second shifts and served as count clerk and locksmith while in security. He promoted to Assistant Safety Coordinator in 2018, Jobs Coordinator in 2020 and became the Deputy Wardens Secretary in 2021. Travis currently serves as the Administrative Specialist Senior, in the Wardens Office at the Eastern Kentucky Correctional Complex. Travis served on the EKCC Staff Canteen Board for several years and was awarded Employee of the Month in August 2022. He has been a member of the Kentucky Council on Crime and Delinquency since 2012, served as the Cave Run Chapter President during 2022-2023, and served on the Board of Directors in 2023-2024.
Pamela Clayton, Secretary
Pamela began her career with the Department of Corrections in 2008 as a Correctional Officer at the Kentucky State Reformatory. She has also held the positions of Classification & Treatment Officer, Unit Administrator I & II, and Justice Program Administrator. She is currently the Branch Manager for the PREA Branch under the Compliance Division and is the PREA Coordinator for the DOC. She holds a Bachelors Degree in Psychology and a Masters Degree in Justice Administration, both from the University of Louisville. In addition to KCCD, Pam is also a member of the Southern States Correctional Association, where she currently serves as the state representative for Kentucky. Pam has served on the KCCD state board since 2017 and received the Mary Frances Cooper award in 2023 and 2024.
Shannon Butrum, Treasurer
Shannon began her career with the Department of Corrections at the Kentucky Correctional Institution for Women in 2001 as a Correctional Officer. She has also held the positions of Sergeant, Lieutenant, Training Coordinator and Procedures Development Specialist II. She is currently Assistant Director II of the Compliance Division, supervising the Policy & Accreditation, PREA, Safety, Contract Management and Program Credit Branches. Shannon is a member of Southern States Correctional Association, and the Correctional Peace Officer Foundation and has been a member of Kentucky Council on Crime and Delinquency since 2007. Shannon has served on the KCCD State Board since 2018 and received the Mary Frances Cooper award in 2022 and 2024.
Cedric Coleman, Director
Cedric began his career with the Kentucky Department of Corrections Central Office IT/KOMS Helpdesk in January 2010 as a Programmer Analyst III. He was promoted to Systems Engineer IT in 2019. He currently serves as chairman for Corrections Employees Week (CEW) in Central Office. Cedric has been a member of the Kentucky Council on Crime and Delinquency since 2011. He has served three terms as President of the Capitol Chapter and has served four terms as a state board member. Cedric served as State Board President during 2022-2023.
David Bradley, Director
David began his career with the Kentucky Department of Corrections in 2005 as a Classification & Treatment Officer at the Little Sandy Correctional Complex. He has also held the positions of Network Analyst I, Corrections Unit Administrator I & II, Education Branch Manager, and Deputy Warden. He currently serves as Acting Warden at the Southeast State Correctional Complex.
During his time in Corrections, Bradley has been a member of the LSCC Hostage Negotiation Team, institutional liaison for the Kentucky Offender Management System (KOMS), Network Analyst, and PREA Compliance Manager. Bradley received the LSCC employee of the month in May 2006, the EKCC Employee of the Month twice in 2008 and in 2011, and the Governor’s Ambassador Teamwork Award in 2012.
He has been an active member of KCCD, serving as President of the Cave Run Chapter twice, and serving on the Board of Directors multiple times. He served as President of the State Board in 2016 and 2020 and received the Mary Frances Cooper award in 2012 and 2013. David is also a member of the Southern States Correctional Association and several local organizations.
Mark Noble, Director
Mark Noble began his career with the Department of Corrections in 2008 as a Correctional Officer at Eastern Kentucky Correctional Complex. In 2013 he was promoted to a Production Coordinator with Kentucky Correctional Industries at the Eastern Kentucky Correctional Complex location. Mark was promoted again in 2014 to Operations Manager for Kentucky Correctional Industries.
Mark has been a member of Kentucky Council on Crime and Delinquency since 2011. Mark served as President for the Cave Run Chapter in 2019-2020 and served on the Silent Auction Committee for the State Board during that time. He was elected to the State Board in 2020-2021 and again 2021-2022 serving as Chair of the Programs Committee.
Mark is a graduate of the 2015 Commissioner’s Executive Leadership Program. He received the Kentucky Correctional Industries Operations Manager of the year award in 2018 and 2022.
Missy Howard, Director
Missy began her career with the Kentucky Department of Corrections on November 16, 2010, at Eastern Kentucky Correctional Complex as an Office Support Assistant II. In 2011, she promoted to Administrative Specialist II, Administrative Specialist III in 2013, to Procedures Development Specialist II in 2023, and to her current position, Corrections Unit Administrator I in 2023. She was a recipient of employee of month in 2010 and 2015, and supervisor of the year the first quarter of 2020. She received the Commissioners achievement award in 2015 and graduated from EKCC Leadership S.A.I.L program in July 2018. In 2020 she was the recipient of the Mary Francis Cooper award. She has been a member of KCCD since 2012 and served as President of the Cave Run Chapter in 2018 and 2020. She has served as a board of director for the state KCCD since 2015. Missy is a member of Southern States Correctional Association. She has a big passion to help others and is always willing to go that extra mile to accomplish a job.
Lauren Massey, Director
Lauren began her career with the Department of Correction in 2012 as a Probation and Parole Officer in the Russellville Office. In 2017, she transferred to Green River Correctional Complex as a Classification and Treatment Officer and then later transferred Kentucky State Penitentiary in the same capacity. She was promoted to Social Service Clinician in 2018, Corrections Unit Administrator I in 2020, Corrections Unit Administrator II in 2022 and Deputy Warden in 2024. Lauren has been a member of Kentucky Council on Crime and Delinquency (KCCD) since 2018. Lauren has served as the Chapter President of Four Rivers for the last 2 years and prior to that served as the Chapter’s treasurer. In 2020, Lauren received the Institutional Achievement Award and was Supervisor of the Quarter in 2022. Lauren has served as the Golf Co-Chair for 2023 and 2024.
Keesha Solomon, Director
Keesha Solomon has over 6 years with the Department of Corrections and has been an active KCCD member the entire time. Keesha began her career with DOC by serving as the Open Records Coordinator for Offender Records. In this position, Keesha established many close working relationships with staff across all institutions, P&P offices, as well as all divisions within the department. Keesha also worked closely with several state and federal agencies. In March of 2022, Keesha was promoted to Justice Program Administrator and serves as the Open Records Coordinator for the entire Department of Corrections. In this role, she works closely with all divisions in the department and provides oversight of the records retention and open records process. Keesha also has previous work experience in the private sector before Corrections where she worked for 10 years in Security as an Account Manager. Keesha is an active member of the Capital Chapter of KCCD, where she served as the President in 2023-2024, and has also served as the Goodwill Officer. Under her term as Chapter President, Keesha started the coat drive program for the local schools as well as a toiletry drive program for the local homeless shelter.
